Mr. President, before I yield to the Senator from North Carolina, I wish to note that last night, the two Senators who just finished their colloquy had an opportunity to vote for the Boehner plan which required a constitutional balanced budget amendment. Both Senators Lee and Paul are registered as having voted to table the Boehner approach, which includes that requirement for a balanced budget amendment. I yield to the Senator from North Carolina.
