Let me see if I can clarify. Reserving the right to object, I understand the Senator from Indiana acknowledges that just appropriating money for FEMA does not respond to natural disasters in America. I have offered a continuing resolution which includes all of the disaster agencies. I think what he is asking me to do is to rewrite his original unanimous consent request. I would just like a yes or no when it comes to my request to modify his original request. I am not certain what he has asked of me for further modification. So I would ask for clarification either from the Senator from Indiana or from the Chair. The PRESIDING OFFICER. Would the Senator from Indiana further modify his request?
