If a retiree in America wanted to sign up for President Bush's prescription drug plan but then realizes, as the Senator described earlier, there is a big gap in coverage... it basically takes away the power of the senior, the choice of the senior to try to cover their own expenses by expressly prohibiting that senior from purchasing insurance to supplement President Bush's prescription drug plan.
