I have just got to close by saying I went to Peoria, Illinois, which is a basic Midwestern mid-sized city where they are dealing with crime by calling in all of those on probation and parole for face-to-face meetings and to say, 'We know you are out there. And we are not only telling you we are watching you; We are also telling you here is a person who will help you get the training, education, and job you need, and here is her cell phone number.' It really had a dramatic impact.
