If we accept what the Senator has said, that it is really up to every State to modernize their system and to make it a more trustworthy system, I have two questions for Senator Dodd: First, why did he preface this bill by saying this is an incontrovertible right under our Constitution; and second, why did the Senator include any reference at all in the bill requiring that you permit the voter to verify the votes selected by the voter, and go on to say provide the voter with the opportunity to change the ballot or correct any error? If it is the Senator's belief that this is about States rights, then why does he have any language in this bill regarding standards?
