But think of what happened when Senator Dole proposed a substantial tax cut as the keystone of his campaign. It fell flat. The American people are skeptical. They want to make sure we keep our eye on the ball, and we have to move toward balancing the budget. Tax cuts are important, but if they are at the expense of balancing the budget, or at the expense of important programs, the American people say, ``Wait.''
