I wish to salute my colleague from California Senator Boxer. The statement she made before I spoke summarized what we face: People say to me are we really going to shut down the Federal Government? Is that what we were elected to come here to do, to reach an agreement between the parties, between the House and the Senate, to shut down the government and cut off the basic services of the Government of the United States of America, the leading Nation in the world when it comes to striving for social justice as well as peace? Are you going to shut down the government? Is that the best you can do in this Congress? The answer is it is not worthy of this great institution or this great Nation for us to entertain the thought of shutting down this government or, even worse, to default on America's debt for the first time in our history. People don't understand this term ``debt ceiling.'' Let me explain it. Do you have a mortgage on your home? What would happen if you didn't make a payment next month? Oh, you might get by with it, but by the second month there would be a knock on the door, a call, or an e- mail. They would be saying to you: You missed your payment, and if you want to stay in this house you better make it. Even if you made that payment, the next time you negotiate a mortgage, someone will remember you defaulted, you failed to pay your mortgage, and you are likely to pay a higher mortgage rate. Translate that into the United States of America.…
