I don't need consent to modify my amendment under the Senate rules. The PRESIDING OFFICER. The Senator has that right. The amendment (No. 4781), as modified, is as follows: At the end of title VIII, add the following: Sec. 8109. (a) Improvement of Imaging for Traumatic Brain Injuries.-- (1) Additional amount for research, development, test and evaluation, army.--The amount appropriated or otherwise made available by title IV under the heading ``Research, Development, Test and Evaluation, Army'' is hereby increased by $2,000,000. (2) Availability.--Of the amount appropriated or otherwise made available by title IV under the heading ``Research, Development, Test and Evaluation, Army'', as increased by paragraph (1), up to $2,000,000 may be available for the improvement of imaging for traumatic brain injuries and the adaptation of current technologies to treat brain injuries suffered in combat. (b) Offset.-- (1) Other procurement, air force.--The amount appropriated by title III under the heading ``Other Procurement, Air Force'' is hereby reduced by $1,000,000. (2) Defense health program.--The amount appropriated by title V under the heading ``Defense Health Program'' is hereby reduced by $1,000,000.
