Did I understand the Senator from California to say this was part of the original legislation on this subject, the idea that the businesses which bought the computers and the software that didn't work would at least have some help in repairing it so they could keep their businesses going and not shut down and cost jobs? Is it correct that this was originally part of the proposal?
