Mr. President, I ask unanimous consent when the Senate completes its business today, it recess until 10 a.m. on Thursday, April 7; that following the prayer and pledge, the Journal of proceedings be approved to date, the time for the two leaders be reserved for their use later in the day, and the Senate proceed to a period of morning business with Senators permitted to speak therein for up to 10 minutes each, with the first hour equally divided and controlled between the two leaders or their designees, with the Republicans controlling the first 30 minutes and the majority controlling the second 30 minutes; further, that Senator Hoeven be recognized at noon for up to 25 minutes to deliver his maiden speech to the Senate.
