Mr. President, I would like to suggest that the amendment being offered by the Senator from New Hampshire is unnecessary. It relates to fiscal year 2014. There will be no request for this missile system in fiscal year 2014. I suggest that if she wants to pass this, she might, but perhaps she can do it by voice vote because her amendment won't apply to any suggested funding for this missile system in this next fiscal year.
