Although our amendment was not included, clearly the risk-based prioritization process we have described has significantly benefitted the local community in which it has been tested. Would Senator Thompson concur that a comprehensive, risk-based process for prioritizing and allocating the Federal, State, and local activities and resources necessary to combat terrorism and to provide for homeland security response should be given serious attention by the new Department of Homeland Security?
