I ask the minority leader, in the month of June, when we wasted 2 weeks on the floor of the Senate on a Constitutional amendment relative to flag burning, gay marriage, and an effort to provide tax relief for the wealthiest people in America relative to the estate tax, could we have called up this bill, H.R. 810, if the Republican leadership of the Senate had wanted it? Could it have been brought to the floor, debated, passed, and sent to the President in that period of time?
