I would say to the chairman, that is exactly what I would like to do. I ask unanimous consent that these two pending amendments be set aside strictly for the purpose of introducing an amendment and speaking no more than, say, 10 minutes and then, at that point, I ask that we return to the pending order of business, the Lautenberg amendment and the Collins amendment.
