This notion that we are dealing with an unanticipated expenditure in the fourth year of this war is a charade. I think it would be better for us to deal with this in the regular appropriations process so that we can integrate the cost of the supplemental with the actual expenses of the Department of Defense and do our best to meet the needs of our soldiers and yet not waste taxpayer dollars.
