Will the Senator yield for a question? Mr. McCAIN. All I can say is, Does the Senator from Utah have another way of reconciling legislation between the House and Senate? Of course not. Of course he doesn't. Of course he doesn't. Of course he doesn't because that is the only way we can get legislation that will be passed by both bodies and signed by the President of the United States. That is the only way. I tell the Senator from Utah again, if this condition is imposed then there is no reason why any group of Senators should impose conditions on conferees from now on, which will then mean, of course, we would not go to conference. I would be glad to answer a question.
