I am not against the idea of a pilot project, if that appears to be feasible or necessary, to see what the actual reaction of postal consumers would be if you tried it in a given area, and to try to measure from that whether this makes good public policy.
Durbin supports pilot projects to gauge public reaction and policy effectiveness.
