“seventy-five years ago today, President Herbert Hoover created the Veterans Administration by signing Executive Order 5398 for the ``Consolidation and Coordination of Governmental Activities Affecting Veterans.'' Of course, the commitment of America to the care and welfare of the Nation's veterans goes back to the earliest days of our Republic. In 1789 George Washington said, ``The willingness with which our young people are likely to serve in any war, no matter how justified, shall be directly proportional as to how they perceive the Veterans of earlier wars were treated and appreciated by their country.'' The care of veterans was a central theme in Abraham Lincoln's second inaugural address. He said, ``With malice toward none; with charity for all; with firmness in the right, as God gives us to see the right, let us strive on to finish the work we are in; to bind up the nation's wounds; to care for him who shall have borne the battle, and for his widow, and his orphan--to do all which may achieve and cherish a just, and a lasting peace, among ourselves, and with all nations.'' Today, this important work of caring for our veterans is carried on by the Department of Veterans Affairs at a time when American troops are engaged in combat under very trying circumstances overseas.…”
