I say to my colleague, airport improvement funds are from Washington, from the General Treasury; and the passenger facility charge is generated by the airport itself. And it specifically says the western access will be paid for from airport revenues, not from the Federal Treasury. I say to the Senator, we can disagree and do disagree, but I want him to represent this as it is written.
