This bipartisan bill is the product of the Commerce Committee, crafted by Senators McCain, Kerry, Hollings, and others in an effort to do something historic to reduce the number of teenagers and children in America who are lured into the addiction of smoking. This is truly a bipartisan amendment. I hope that those who are following this debate will understand the significance of this amendment. The look-back provisions in the bill are really important in terms of enforcement.
