I ask the Senator from Washington: We are struggling to encourage people to become teachers because so many of our current teachers are retiring. Would it not be a disincentive if there were uncertainty about the commitment by the Federal Government for a program to reduce class size? If the Republican appropriations bill on education passes and lays off 29,000 teachers, what kind of impact will that have on a young person who is trying to decide whether to take up teaching as a profession?
