Mr. President, the issue before us is Caitlin Halligan's nomination for the DC Circuit Court. I spoke yesterday in support of her nomination. It is unfortunate she is going to be forced to face a filibuster; in other words, that the Republicans are going to insist on a 60-vote margin for her approval. I’m going to withdraw this amendment, but I’m going to ask my colleagues be honest about it. I hope that we think about this long and hard.
