I would call the Senator's attention to our vote on August 2 when he and I both voted for the Budget Control Act. The vote was 74 to 26, with a substantial number of Senators from both sides of the aisle, that brought us to this moment in the negotiations. We all hoped we would never reach this moment. We can still avoid it. I yield the floor and yield back all remaining time.
