Let me explain. There was a source of revenue for the bill, but it wasn't enough to pay for the entire bill. The source of revenue was enough for those who wanted to say: Well, this will pay for unemployment, to point to it; and those who wanted to say: No, it pays for another part of the bill. So it did not pay for the entire bill.
