community policing is not a one-size-fits- all approach. The Congress and the administration should respect the judgment of local leaders when it comes to identifying public safety needs. Hundreds of cities and counties have decided they don't want to be immigration police. Why? Because their resources are stretched thin, and doing so will deter people from reporting crime and cooperating with police investigation. Instead of laying off this responsibility to local government, I have got a radical idea: Why doesn't Congress do its own work and fix this broken immigration system once and for all, instead of blaming local police departments? Vote on Amendment No. 553 The PRESIDING OFFICER. The question is on agreeing to the Toomey amendment.
