I was necessarily absent for the votes on the motion to proceed to legislative session and the motion to procced to a joint resolution disapproving the rule submitted by the Department of the Interior known as the Stream Protection Rule, H.J. Res. 38. On vote No. 41, had I been present, I would have voted ``nay'' on the motion to proceed to legislative session. On vote No. 42, had I been present, I would have voted ``nay'' on the motion to proceed to H.J. Res. 38. ____________________
