I say to the Senator from Alaska that Rockford in the northern end of my State was as high as 15 percent. You know, it does not tell the whole story because, as they say, some people get discouraged when they are out of work and they do not get counted on these rolls anymore. So the actual unemployment rate is much higher. These people will not be affected by our action tonight because they are not in the program, they are not receiving unemployment assistance. But the actual misery index of people unemployed over a long period of time is even higher.
