In response to the Senator from Alabama, there is one element that he has forgotten to include; that is, the majority leader, Senator Reid, offered to the Senator from Kentucky a vote, an up-or- down vote, as to whether these unemployment benefits and COBRA benefits would be paid for out of stimulus funds. He rejected it. He said: I do not want to agree to that because I may lose the vote. And he may. The Senator from Kentucky would not agree to a vote on that question. He said: I may lose it. Well, he may. He may win it. But the fact is, he would not agree to a vote. He said: You have to put in this unanimous consent request a provision that says this would be paid for. Now, I would say to the Senator from Alabama, I understand that the remaining stimulus funds, most of which are already committed and obligated, will be spent this year on projects in Alabama, Illinois, and Kentucky to create jobs. So the money we take out of that stimulus fund now unspent is money that will not be spent to create jobs across America. Now that, to me, would be a misfortune because we want to create jobs. I will concede to you this money for unemployment will add to the deficit, as previous emergency spending for unemployment has as well. What we are asking for tonight has been the ordinary care of business, which the Senator from Kentucky has supported as recently as November.
