Even if we enacted S. 11, which is the cap on recovery for medical malpractice victims--children, elderly people and families alike--there is no guarantee medical malpractice insurance premiums will come down. In Nevada, significant reform legislation was passed but, as I understand it, the premiums did not start coming down for some period of time, if at all.
