I would say to my friend from Arizona, if I am not mistaken, it was a noncommissioned officer at best and maybe not an officer in the Army who is being prosecuted for the Wiki leaks. So let's not say that the rank of anyone being prosecuted in any way makes them guilty or innocent. We need to go to the source of the leak. Mr. McCAIN. No. But my friend would obviously acknowledge that if it is a private or a corporal or something, it has not nearly the gravity it does when a person with whom the Nation has placed much higher responsibilities commits this kind of breach.
