I thank the Senator from Kentucky because I went through a period of suffering a few moments ago. The point I would like to make to the Senator from Kentucky about the national parks is one I hope he will understand. We want to open the entire government including the national parks and other lands, recreation facilities that are owned by the Federal Government beyond the national parks. When it comes to the World War II memorial the Senator made reference to, I was just there. We had a group of honored veterans from World War II who came from Illinois last week and I met them. They had access to the World War II Memorial. The reason there was any restriction was because the Republican shutdown took the employees away, which made it impossible for them to man their post. Here is my offer to the Senator from Kentucky. It is not new, but it tells the story. Do the Republicans want to reopen the Government? Here is your chance. I ask consent the Senator's request be modified as follows: That the amendment which is at the desk be agreed to, the joint resolution, as amended, be read a third time and passed; the motions to reconsider be considered made and laid on the table, with no intervening action or debate. This amendment is the text that has passed the Senate, it is a clean continuing, no-strings-attached resolution for the entire government including the national parks and many other important things. It is something that is already over in the House.…
