the Senator from Wyoming must be arguing with himself, because there is no argument on this side of the aisle. We agree with him. The United States should lead, but we should also ask other countries to join us, and the formula we have come up with is not a partisan response. It is the formula that came out of the Foreign Relations Committee, chaired by a great Republican Senator from Indiana named Lugar.
