I might also ask the Senator from West Virginia, is the point he is making that if we stay working with the United Nations on a common plan to disarm Iraq and if it fails and we ultimately join with the other nations around the world to take whatever action is necessary against Iraq, we will have a better outcome, not only in terms of the military outcome but the responsibility of reconstruction of Iraq? Is that the Senator's point as well?
