the problem of drug use in our Nation is growing. We have heard all the statistics today. We can talk about statistics and illustrate the problems. We know that illicit drug use among our most vulnerable population, our kids, is growing. We know that the number of kids who would say that they would never try drugs have dropped. We know that parents have stopped talking to their children about drugs. We also know that centralized Federal programs, the big government, so to speak, is not always the answer. We do have a responsibility. We have the Coast Guard to make sure that we stop drugs coming across our borders. We have the customs agents and the border patrols. That is our job in this Congress, to make sure that we can stop drugs coming in. But the most effective way to stop drugs is prevention; to teach kids, to give them the support to stop them wanting to try to use drugs. This is what the gentleman from Ohio [Mr. Portman], and I congratulate him, and my good friend, the gentleman from New York [Mr. Rangel], who has been on the front of this whole drug issue for a long time, the gentleman from Michigan [Mr. Levin], the gentleman from Wisconsin [Mr. Barrett], the ranking member, I thank him for his good work, this is what we are doing. We are pulling together to make sure communities have the ability to fight this problem.
