Mr. Speaker, the concepts of equality, equal justice, equal opportunity, and equal pay have undergirded and guided the development of this Nation. One of the things that Americans have always been able to think ahead for is the idea that they are going to be treated equally, they are going to be treated fairly, and they are going to be compensated justly. We are simply talking about fair compensation. We are talking about the fact that we have an aging workforce in the civilian sector. Recruitment is not as easy as one might think. Individuals are about to retire in large numbers, and there is a great deal of concern about our human capital, individuals to carry on the work of this great Nation. So, again, I commend and compliment the gentleman from Virginia (Mr. Tom Davis) for initiating this resolution, I urge its strong passage, and suggest that it is not a slight in any way. We do not undervalue the importance of our military, but equally important are those in the civilian sector.
