I rise to support the Spratt Amendment because it is a rational approach to meeting the needs of our society. For example, it provides for 75,000 new teachers, it allows people under 65 to buy into Medicare, $1.2 billion for child care and early childhood education, $600 million for Medicaid, including an outreach program for children and provides an option to cover all legal immigrant children. It provides for a patient Bill of Rights Act and tax credits for businesses that provide child care services to their employees. It saves all the budget surpluses for five years until a comprehensive Social Security Financial Plan is agreed upon. The Spratt Amendment is honest, responsible and addresses the needs of the American People.
