Mr. Chairman, I was just thinking that if H.R. 2 is a friend of the working poor, then I am certain that the people in Robert Taylor, Henry Horner and Cabrini Green, and some other places that I know, would say, ``Do not send me any enemies.'' The more I listen to the debate, the more I am firmly convinced that no matter what the intent, no matter what the hope, no matter what the most basic desire, I am convinced that the outcome of H.R. 2 would become a part of the continuing attack on the poor, would become a part of continuing to strip the poor people of this country of their last ounce of dignity. That is why I rise to support the Kennedy amendment, because it attempts and it does restore some of that basic humaneness to public housing, in the public housing act in this country. It contains the kind of flexibility that is needed, that will allow people to work and remain in public housing. Everybody that works does not necessarily earn enough money not to need a subsidy. That is why we need a minimum wage that gives people a livable wage.
