Mr. Speaker, I would simply urge passage of this bill, and add that Benjamin Franklin is probably the most quoted of all Americans who ever lived. I grew up in a family where both my mother and father were great Benjamin Franklin fans. They would put us to bed at night and make us go to sleep early and by saying ``Benjamin Franklin said, 'Early to bed and early to rise makes a man healthy, wealthy, and wise.' ''
