I rise to oppose this with a number of other members of the Committee on Science on this side of the aisle and the gentleman from New York [Mr. Boehlert], the gentleman from Tennessee [Mr. Wamp], and the gentleman from Oklahoma [Mr. Largent], who we have just heard and others. We rise to oppose the Walker amendment. I think the situation has changed from last year. First of all, when we take a look last year, we made a commitment.
