I rise in support of the Velazquez-Kelly amendment. Mr. Chairman, I join with those individuals who recognize that small businesses are in fact the economic engine that drives the economy of this country. It is amazing to me that we can understand how important, how relevant, how impactful small businesses are to the economic viability and well-being of our Nation and then cut those programs that are designed to enhance and promote the same. This amendment is not a difficult amendment. It is not one that is difficult to understand. It is not even one that costs a great deal of money. But it is one that would generate in the hearts and minds of small business people all over the Nation that this Congress, that this administration does in fact understand what small businesses mean to America. So I want to commend both my colleagues, the gentlewoman from New York (Mrs. Kelly) and the gentlewoman from New York (Ms. Velazquez). It seems as though New York has some understanding of small business when we get two people, one from each side of the aisle, recognizing that without the resources there is no way that we can keep our small businesses alive, well, healthy, vibrant, and generating what is needed to keep our economy growing.
