I am pleased to join in strong support of this amendment in tribute to Patsy Mink. But more importantly, I support this amendment because it speaks more directly to the needs of needy families than H.R. 4, families who need opportunities for education and training, families who need access to jobs. Mr. Chairman, 75 percent of all new jobs in this country are found in areas where most people needing assistance do not live. They must have access. We all know how effective early childhood education has been. And yet while we have money for early childhood education, it is not nearly enough. We need to increase that part of it so no child is left behind. I support the Kucinich-Lee amendment.
