Without reviewing the entire troubled history of the correctional complex at Lorton, I would like to share with my colleagues some very compelling facts. First, as the gentleman from Kentucky is aware, the D.C. government has allowed the prison population there to double over the last 12 years, and at the same time the appropriation level today is the same as it was 12 years ago, double the population, same appropriation, and during that time we have had intervening court decisions requiring more upkeep, inflation and the like. We have had the head of the D.C. Department of Corrections, Margaret Moore, before our Subcommittee on the District of Columbia coming forward and just saying they need help. The city right now is swimming in a sea of red ink and they cannot handle this complex by themselves. They have asked us for help. The Mayor's plan calls for the downsizing and closing of most of this facility over the last 5 years.
