Later today, I will offer an amendment to this bill which will expand the Access to Jobs Program. The Access to Jobs Program assists welfare recipients in making the transition from welfare to work. The amendment seeks to increase the current authorization from $42 million to $150 million. The additional $108 million authorized for this vital program does not take money from any other projects, nor does it raid the Highway Trust Fund. It is a simple authorization subject to the appropriations process. Therefore, I urge all of my colleagues to support the amendment which I will offer later today and to support this bill. I also take the opportunity to commend and congratulate the gentleman from Pennsylvania (Mr. Shuster) and the gentleman from Minnesota (Mr. Oberstar) for their outstanding leadership in bringing this measure before us today.
