I thank the gentleman from Massachusetts for yielding. Mr. Speaker, I rise in strong opposition to the rule and to the underlying bill. This rule rejected all attempts to amend the bill, limits the general debate time, and contains egregious provisions which allow States to apply measures such as drug testing; you've got to have a high school diploma or be enrolled in a GED program. Well, I can tell you, Mr. Speaker, that people who are addicted to drugs don't need testing. What they need is treatment. People who are sick need health care. People who are unemployed need a job and the opportunity to work, or they need benefits until such time as they can receive it. This bill goes in the wrong direction. I strongly oppose it.
