let me commend and congratulate the gentleman from New York (Mr. Lazio) and the gentleman from Massachusetts (Mr. Kennedy), the ranking member, and all of the members of the committee for bringing this important legislation to us. The American dream, for many, have not been realized because they have not been able to experience the ownership of a home. This legislation opens up opportunities for individuals to receive mortgage assistance, but also for manufactured housing to really come on-line. I think it is one of the most important pieces of legislation that we have seen and will see. I represent a district that has 175,000 people who live at or below the poverty level. This will go a long ways, Mr. Speaker, towards providing them with opportunities to experience homeownership. Again, I commend the chairman, the gentleman from New York (Mr. Lazio) and certainly the ranking member and say that we are going to miss the voice of the gentleman from Massachusetts (Mr. Kennedy) as a voice for the underrepresented, the dispossessed, and all of those in America who are still looking for the American dream.
