I rise today in recognition, first of all, of Home Ownership Month and appreciate the opportunity to talk about an issue that is important to me and all of my constituents and to all Americans, especially those who share the dream of owning their own home. I am fortunate to represent one of the most diverse districts in the country. I represent many people who are rich, many people who are near rich, some people who are economically well off, the middle class. I represent people who like both the Cubs and the Sox. But I also represent an awful lot of people who are at the bottom of the socioeconomic ladder. I represent 60 percent of public housing in the city of Chicago. I represent people who own their own homes and a lot of people who do not.
