I rise in objection to the articles of impeachment. Mr. Speaker, I rise today to speak on the articles of impeachment. The President's behavior has been deplorable, reprehensible, and immoral. He has disgraced the office of the Presidency. I think it would be best for the country if he would resign and pass the office of the Presidency to Vice President Gore. Unfortunately, the Judiciary Committee's report does not convince me that his offense rise to the level of impeachment. Consequently, I will vote ``no'' on the articles.
