I lend my support to H.R. 4481, the Airport Streamlining Approval Process Act. In the true fashion of the Committee on Transportation and Infrastructure, this is a bipartisan measure that will expedite the environmental review and approval process for key airport capacity projects. In the last decade, only six of our Nation's largest airports have managed to complete new runway projects, as it currently takes about 10 years or more to simply plan and approve such a project. And as we are about to reach pre-September 11 traffic, and will eventually pass these levels, we need to streamline and speed up the environmental review process in order to lessen the aviation congestion that plagues our Nation and the world. H.R. 4481 will eliminate duplication without cutting corners that might harm the environment. Simply put, once a community reaches consensus on an airport capacity project and the environmental review has been finished, construction can begin in a timely fashion.
