The Clerk read as follows: Mrs. Bustos moves to recommit the bill, H.R. 78 to the Committee on Financial Services with instructions to report the same back to the House forthwith, with the following amendment: Page 4, after line 25, insert the following: ``(C) Consideration of the potential outsourcing of u.s. jobs.--In making a reasoned determination of the costs and benefits of a proposed regulation, the Commission shall, to the extent that it is relevant to the proposed particular regulation, consider whether market participants would have an incentive to relocate their operations outside of the United States.''.
