(b) The provisions of an Act enacted in subsection (a) shall be effective, notwithstanding any other provision of such Act, as of the date of the enactment of this joint resolution. (c) The provisions of an Act enacted in subsection (a) shall have no force or effect after December 11, 2014, and, effective after such date, the provisions of law amended by such Act shall be restored as if such Act had not been enacted.
